i think she likes you but her parents don't want her dating or boys calling. Tell her to hook you up with her friend but do nothing with the friend except talk about how much you really like the girl you want, that word will travel back to her fast and she will see that you are into her and only her. this will work, sounds to me her parents just don't want guys around yet which is understandable. i wouldn't want my daughter around boys either
