Why does Obama not treat our Allies, like England and Israel, better than those that are?

not our allies, Venezuela, China and Russia? No State Dinners for Israel or England but huge state dinner for China, out for hamburgers to mingle with the people for Russia, and accepting a book with a smile and a handshake from Chavez about how America has Mistreated the Latin America Countries. Either he is confused or doesn't care much for the USA..which is it?
