Problem with 4 panel legal brochure in publisher?

i created a 4 panel legal brochure in publisher legal (landscape) 14 x 8.5, so wen I went to print preview 2 parts of the panel was on second half of a legal page and the other two panels were on first part of other page,when i went into print setup it said tiled with no other options how do I fix this ?
