What is the rule that determines a fumble vs. an incomplete p?

Because in the Steelers-Jets game, Mark Sanchez's fumble & Steelers recovery for TD was the key play. His arm was moving forward, but the ball appeared to move backward. Does this automatically constitute a fumble?
