Why does Colombia have such low rates of drug use?

An anthropology professor made this claim a while ago. Has anyone else heard or read about this. I struck me as odd because one of the major drug cartels for cocaine is based in Columbia. Then again, cocaine is only one drug of many. what do you all think?
